It was the half-year when it became infrastructure. Here are the four developments that matter most to you as a documenter.

If you've been following artificial intelligence in Norwegian healthcare over the past six months, you may have noticed a shift in mood. The discussion is less about about AI belongs in healthcare, and more about how it must be implemented safely: what frameworks apply, who is responsible, and what actually works. For you who write patient records every day, that's good news – because it is precisely in documentation that AI has first become an everyday tool.

Here are the four development trends from the first half of 2026 that we believe are most significant.

The authorities agreed on a joint AI plan

The Directorate of Health continues its work this year with a Joint AI Plan 2026–2027, in collaboration with, among others, the Norwegian Medicines Agency, the Norwegian Board of Health Supervision, the Norwegian Institute of Public Health, the four regional health authorities, and KS. The plan builds on the direction from 2024–2025 and has three areas of focus: sector collaboration on AI, frameworks and guidance, and a public AI service for targeted health advice. We went through What the national AI plan means for you as a documentarian in its own post in July.

Perhaps the most important aspect of the plan is not the individual measures, but the message it sends: safe AI implementation is now a coordinated, national effort with a common framework, an advisory service, and even its own «AI best practices»—not something each individual organization has to figure out on its own.

Documentation got its own operating rules

For those of you who use—or are considering using—AI tools in your medical record work, this spring also marked the half-year point when the guidelines became clearer. In July, we wrote about Guidelines for the safe use of AI in documentation work, which specifies what you, as a healthcare professional, and your organization must have in place: the basis for treatment, risk assessment, and, not least, that responsibility for the content of the medical record always lies with the healthcare professional.

This is a line we recognize well. AI can write the draft – but you own the journal and make the final assessment. Clear national guidelines make it easier, not harder, to choose tools with a clear conscience: you know what to ask the supplier about, whether it concerns where data is processed or how personal data is protected.

3. The public launched its first AI service for residents

In the assignment to Norwegian Health Net for 2026, the message was clear: By June 1, 2026, an initial version of an AI service was to be in place on Helsenorge to help residents find general health information. The ambitions going forward are even greater: The Norwegian Directorate of Health has prepared a public AI service for targeted health advice, with a recommendation for a phased rollout in which low risk and high benefit are prioritized first—precisely because validation and quality assurance must be in place before anything is released.

That patience is worth noting. Norway’s approach to AI in healthcare has so far not been to let everything run wild, but to introduce it gradually, while maintaining control over the knowledge base. This applies to public services—and it’s the same philosophy that should guide you when choosing tools for your own practice.

4. The research matured—and the professions took matters into their own hands

Internationally, the body of evidence supporting AI-assisted documentation continued to grow throughout the spring, with studies pointing in the same direction: less time spent on medical records, less burnout, and more attention to the patient. We summarized What the Research Says About AI Documentation earlier in July—and the overall picture remains the same: the impact is greatest where the documentation burden is most concentrated.

Equally important are the developments within the professions themselves. Throughout the spring, professional associations and educational institutions put AI on the agenda—from theme days and dedicated AI principles to the inclusion of digital skills and generative AI in undergraduate programs. Norwegian healthcare professions aren’t waiting to be digitized; they’re building the expertise themselves and setting requirements for the tools based on their own disciplines. For a solution that Medivox – where you create your own templates and the department retains control over the structure – is a development we welcome.

What does this mean for the second half of the year?

The frameworks are in place, the tools are in use, and the research points in the same direction. What remains – and what will likely characterize the autumn – is the broad implementation: that AI-supported documentation moves from early adopters to become as natural as the dictaphone once was, across professional groups and service levels.

For those of you considering taking the plunge, the barrier to entry is lower than it has been in a long time: the rules are clearer, there are more opportunities to gain experience, and you can try it out with no obligations. We take privacy seriously: personal data is pseudonymized before further processing, and all data processing takes place at Norwegian data centers. The question may no longer be whether AI will become part of your everyday documentation work—but rather when, and on what terms. Who should set those terms, if not you and your profession?

Frequently Asked Questions

What were the most important AI developments in the Norwegian healthcare sector during the first half of 2026?
The joint AI plan for 2026–2027, clearer guidance on AI in documentation work, the launch of a public AI service on Helsenorge, and a growing research base for AI-supported documentation.

Is it allowed to use AI in medical record-keeping today?
Yes, within the current regulations. The company must have a basis for processing and conduct a risk assessment, and healthcare personnel are always responsible for the final content of the medical record.

What is the national AI plan for health?
A joint plan for 2026–2027 in which the Norwegian Directorate of Health and partner organizations coordinate efforts to ensure the safe and effective implementation of AI in health and social care services.

Does this also apply to small medical practices and private clinics?
Yes. The guidelines apply to the entire healthcare system, and speech-to-text technology is currently used by everyone from primary care physicians and psychologists to physical therapists, dentists, and smaller professional groups.

How do I get started with AI documentation safely?
Start by clarifying the framework within your own organization, choose a tool where data processing is documented and Norwegian, and try it out on a limited scale.
